Supreme Judicial Court Job Opportunity Clerk for the Commonwealth All application materials must be emailed by the close of business on June 10, 2024. * *Please apply as directed under "Application Requirements" and not through the MassCareer portal. * *SUPREME JUDICIAL COURT MISSION STATEMENT: To promote the rule of law and foster public trust by leading an independent judiciary that assures every person equal access to the fair, timely, and impartial resolution of disputes in courts managed with efficiency and professionalism. POSITION SUMMARY: The Clerk of the Supreme Judicial Court for the Commonwealth is appointed by the Justices for a five-year renewable term and serves as the head of the public office that manages all aspects of bringing cases before the full bench of the highest appellate court in Massachusetts. The Clerk’s responsibilities include intake, courtroom duties, case management, records management, statistical reporting, quality assurance, staffing, and development of procedural guidance. The Clerk provides information to the public and the bar and maintains productive relationships with the Justices, court personnel, lawyers, litigants, bar associations, and other court constituents. MAJOR DUTIES: The following represents a partial list of those duties and responsibilities performed by the individual in this position: * Manage all matters pending before the full Supreme Judicial Court (SJC) and all motions, petitions, and applications for direct and further appellate review, including screening appeals to identify and recommend to the Justices appropriate action regarding jurisdictional defects * Schedule pending cases for argument/submission to the SJC, and make arrangements for and attend sittings of the SJC * Coordinate with Trial Court clerks for the preparation of papers in appeals to the SJC and the disposition of matters remanded by the SJC * Participate in the design, development, and implementation of information technology projects, including electronic filing and case management systems * Manage the Clerk’s Office staff, including recruitment, hiring, promotion, training, continuing education, and discipline * Review and analyze office structure, assignments, and duties to prepare for current and future organizational needs and shifts * Establish and adjust long range schedules, priorities, and deadlines for completion of work assignments * Oversee the Clerk’s Office’s records management system * Establish and maintain proactive relationships with the bar, other court units, committees, and organizations to facilitate and improve delivery of court services * Apply court rules and policies to office operations and recommend to the court revisions to rules and procedures to promote the effective management of appellate litigation * Serve on various court committees * Perform special projects and assignments as needed, including, but not limited to, studies of operational areas and implementation of new programs * Perform all other duties specified in G. L. c. 221, § 2 SUPERVISION: Receives supervision from the Chief Justice, the Associate Justices, and designated staff. SPECIAL NOTES: Employees of the Supreme Judicial Court are prohibited from engaging directly or indirectly in the practice of law, unless they are acting within the scope of their employment or acting pro se. Employment is contingent upon passage of a criminal record check. SALARY: The salary for this position is set by statute, G. L. c. 221, § 93. The current salary is $189,325. TERM: The term for this position is set by statute, G. L. c. 221, § 1. The term is 5 years, with the possibility for reappointment. The successful candidate must further meet the following requirements: * LL.B. or J.D. Degree * Membership in the Massachusetts Bar * Minimum 10 years of legal experience, with a preference for experience in appellate practice in Massachusetts and extensive knowledge of both the court system and appellate procedure * Minimum 6 years of progressively responsible administrative, supervisory, and managerial experience that provided an opportunity to gain: (1) a thorough knowledge of management practices and administrative processes; (2) skill in dealing with others in person-to-person work relationships; (3) the ability to exercise mature judgment; and (4) the ability to communicate effectively, both orally and in writing, to a wide variety of people * Significant experience with the application of information technology systems to the legal environment * Ability to multitask and prioritize multiple competing demands, often on short notice * Ability to maintain complex and accurate court records * Demonstrated ability to behave at all times in a courteous and professional manner toward co-workers, counsel, and the public RESIDENCY REQUIREMENT: By law, only persons who are residents of the Commonwealth of Massachusetts may serve as employees of the judicial branch.
